Terms of Use

These Terms of Use ("Terms") govern your access to and use of the Carolina State Department of Transportation staff portal (the "Portal"), operated by CSDOT ("we," "us," or "our"). By accessing, registering for, or using the Portal, you agree to be bound by these Terms and our Privacy Policy. If you do not agree, do not use the Portal.

1. Purpose of the Portal

The Portal is an internal department tool for authorized CSDOT members to manage duty timekeeping, review promotion progress, and access administrative functions as permitted by assigned roles. The Portal is provided for legitimate department operations and is not a public consumer service.

2. Eligibility and Account Approval

  1. You must have a valid Discord account to sign in.
  2. Access is limited to individuals affiliated with CSDOT or those expressly approved by department leadership.
  3. New users may be placed in a Pending status until approved by an administrator or automatically activated through a mapped Discord guild role.
  4. We reserve the right to deny, suspend, or revoke access at any time for any reason, including violation of these Terms or department policy.

3. Authentication and Account Security

  1. Sign-in is provided exclusively through Discord OAuth.
  2. You are responsible for maintaining the security of your Discord account and any device used to access the Portal.
  3. You must not share your account, impersonate another member, or attempt to access another user's data or administrative functions without authorization.
  4. You must notify department administration promptly if you suspect unauthorized use of your account.

4. Role-Based Access

Portal features are governed by assigned roles and permissions, which may include Sys Admin, Heads Team, Command Team, Leadership Team, Employees, and Pending status. You may only use features and data available to your assigned role. Attempting to bypass permissions, access restricted APIs, or modify records without authorization is prohibited.

5. Duty Timeclock and Records

  1. The timeclock is intended to record actual department duty time. You must select the correct shift type before clocking in.
  2. You may only clock in and clock out for your own account. Falsifying duty records, remaining clocked in while not on duty, or manipulating timestamps is strictly prohibited.
  3. Duty logs may be reviewed by authorized leadership for approvals, promotions, investigations, and operational reporting.
  4. We do not guarantee that Portal records alone determine rank, promotion, discipline, or employment status within the department; leadership retains final discretion.

6. Promotions and Rank Data

Promotion checklists and rank requirements displayed in the Portal are calculated from configured rules and available records. Automated progress indicators are provided for convenience and may not reflect final promotion decisions. Leadership may impose additional requirements not reflected in the Portal.

7. Acceptable Use

You agree not to:

  • Use the Portal for any unlawful, harassing, abusive, or disruptive purpose;
  • Probe, scan, or test the vulnerability of the Portal or related systems;
  • Interfere with or disrupt Portal operation, including through automated scripts, bots, or denial-of-service activity;
  • Reverse engineer, decompile, or attempt to extract source code except as permitted by law;
  • Upload malware or malicious code;
  • Misrepresent your identity, rank, role, or duty status;
  • Use administrative tools or Discord role mappings to grant unauthorized access; or
  • Use Portal data for purposes unrelated to CSDOT operations without approval.

8. Administrative Functions

Users with administrative permissions may manage accounts, permissions, ranks, and Discord role mappings. Administrators must act in good faith, follow department policy, and use elevated access only for legitimate operational purposes. Abuse of administrative privileges may result in immediate suspension and further action.

9. Discord Integration and Bot Services

Use of the Portal may require membership in the official CSDOT Discord server and acceptance of Discord's terms of service. Our Discord bot may synchronize guild roles with Portal roles according to administrator-configured mappings. Discord service availability and policies are outside our control.

10. Intellectual Property

The Portal, including its design, software, branding, and content made available by CSDOT, is owned by or licensed to CSDOT and protected by applicable intellectual property laws. You receive a limited, non-exclusive, non-transferable, revocable license to use the Portal solely for authorized department purposes. You may not copy, modify, distribute, or create derivative works from Portal materials without prior written permission.

11. Third-Party Services

The Portal relies on third-party services such as Discord, hosting providers, and database infrastructure. We are not responsible for third-party outages, policy changes, or acts beyond our reasonable control.

12. Disclaimer of Warranties

THE PORTAL IS PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS WITHOUT WARRANTIES OF ANY KIND, WHETHER EXPRESS, IMPLIED, OR STATUTORY, INCLUDING IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, AND NON-INFRINGEMENT. WE DO NOT WARRANT THAT THE PORTAL WILL BE UNINTERRUPTED, ERROR-FREE, SECURE, OR FREE OF HARMFUL COMPONENTS, OR THAT DUTY RECORDS OR PROMOTION CALCULATIONS WILL BE COMPLETE OR ACCURATE IN ALL CIRCUMSTANCES.

13. Limitation of Liability

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, CSDOT AND ITS ADMINISTRATORS, OFFICERS, MEMBERS, AND SERVICE PROVIDERS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY, OR PUNITIVE DAMAGES, OR ANY LOSS OF DATA, GOODWILL, PROFITS, OR OPPORTUNITIES, ARISING FROM OR RELATED TO YOUR USE OF OR INABILITY TO USE THE PORTAL, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.

OUR TOTAL LIABILITY FOR ANY CLAIM ARISING OUT OF OR RELATING TO THE PORTAL OR THESE TERMS WILL NOT EXCEED THE GREATER OF (A) THE AMOUNT YOU PAID TO USE THE PORTAL IN THE TWELVE (12) MONTHS BEFORE THE CLAIM, IF ANY, OR (B) ONE HUNDRED U.S. DOLLARS (US $100).

14. Indemnification

You agree to indemnify, defend, and hold harmless CSDOT and its administrators from and against any claims, liabilities, damages, losses, and expenses (including reasonable legal fees) arising out of or related to your use of the Portal, your violation of these Terms, your violation of any law or third-party right, or any duty records or administrative actions taken through your account.

15. Suspension and Termination

We may suspend or terminate your access immediately, with or without notice, for violation of these Terms, department policy, suspected fraud or abuse, security concerns, or operational necessity. Upon termination, your right to use the Portal ceases, but provisions that by their nature should survive will remain in effect.

16. Changes to the Portal and Terms

We may modify the Portal or these Terms at any time. Updated Terms will be posted with a revised "Last updated" date. Material changes may also be announced through department channels. Your continued use after changes take effect constitutes acceptance of the revised Terms.

17. Governing Law and Disputes

These Terms are governed by the laws of the State of North Carolina, United States, without regard to conflict-of-law principles, except where prohibited by applicable law. Any dispute arising from these Terms or the Portal will be resolved through good-faith internal department processes where appropriate, and otherwise in the courts located in North Carolina, unless applicable law requires a different forum.

18. Severability

If any provision of these Terms is held invalid or unenforceable, the remaining provisions will remain in full force and effect.

19. Entire Agreement

These Terms, together with the Privacy Policy and any department policies expressly incorporated by reference, constitute the entire agreement between you and CSDOT regarding use of the Portal and supersede prior understandings on the same subject.
